生活保護利用者（以下、利用者）の健康上のニーズに応えるべく被保護者健康管理支援事業が創設され全国の福祉事務所で実施されている。一方で、利用者の健康状態に関する基礎的なエビデンスはいまだ不十分であり、同事業の実施が利用者の健康や社会生活、福祉事務所の財政等に与える影響は検証されていない。そこで本研究では、福祉事務所が所有する生活保護行政データ等を用いて、同事業が利用者および福祉事務所へ与える影響を疫学、社会福祉学、経済学などの観点を踏まえ学際的・計量的に明らかにし、事業が効果的な利用者と、追加支援が必要な利用者を特定し、学術的なエビデンスに基づいた同事業の質改善に資するデータを形成することを目的とした。令和4年度は、国内の複数の自治体を中心に定期的な面談（訪問＆オンライン）を実施し、データの利用に向けた環境整備を行い、自治体との協議の上、福祉事務所のデータの研究利用について合意を得、うち1自治体とは共同研究契約を結んだ。利用者の基礎情報に関するデータ、医療扶助レセプトデータ、同自治体の高齢者福祉に関連するデータを受領して、データクリーニングを行い分析を開始した。その成果として、利用者の受療行動に関する初期的な分析結果を得た。具体的には、利用者の受療行動（頻回受診など）には、利用者の個人要因だけでなく、地域の社会環境要因が関連しており、居住地域の特徴による差異が存在していることを示した。研究成果は第82回日本公衆衛生学会総会（茨城県つくば市）で発表し、論文化を進める予定である。

The point of stepping up is that the inter-academic measurement has all kinds of users, and the business has all kinds of results. The additional support has to be specified. The foundation of the academic system is to improve the quality of the work. In 2004, a number of local governments in the country conducted regular interviews (visits), conducted research and utilization on environmental protection, agreed on agreements between local governments and welfare agencies, and concluded joint research contracts with local governments. The user's basic information is related to the user's well-being, and the user's health is related to the user's health. The results of the initial analysis of the patient's treatment actions were obtained. The specific treatment actions of the users (frequency of treatment), the personal factors of the users, the social factors of the regions, and the differences in the characteristics of the residential regions are shown. The results of the study were presented at the 82nd meeting of the Japanese Public Health Association (Ibaraki City).
