2022年度は前任校から転出をし、現在の大学へと移籍した。国立から研究をあまり重視していない私立大学に移ったこともあり学内における研究環境が著しく悪化し、最低限想定していた環境の構築を行うことすら困難であった。また、本研究の主な対象である地方自治体ではコロナへの対応が引き続き続いており、業務多忙による調査協力が困難であるという自治体が複数あり昨年時点での調査の実施は好ましくないと判断した。上記の環境的及び時期的な要因により昨年度の研究費の執行は０円であり本格的な研究活動の実施はできなかった。一方で、2023年度以降に本格的に研究を実施するのに備えて調査の対象先リストのアップデートや特徴的な取り組みを行なっている自治体の事例収集に関しては継続的に実施してきた。他にも、情報政策に関する日本に当該研究領域の傾向であるが、制度や政策の導入当初は積極的に研究が行われるものの、一定期間後に検証的な研究が実施されてこないという傾向がある。オープンデータに関する研究でも同様の傾向が確認できているが、海外においてはむしろ積極的に効果等に関する検証が行われ始めており、関連研究の収集や整理に関しては論文数が増えてきたこともあり一定程度体系的に整理することができた。これらの研究準備状況を基盤に2023年度には本格的に調査を実施していく予定である。
