ポスト冷戦世界の通常兵器拡散問題の理論的枠組み1 小火器や軽兵器の存在が自動的に地域紛争をもたらすわけではない。だが、紛争の激化の直前に兵器の流入が増大したり、供給の停止が紛争の鎮静化をもたらした例も指摘できる。国連の通常兵器の移転登録制度の拡充が急がれる必要がある。さらに実際の紛争地において弾薬が大量に消費されることから、小火器・軽兵器の本体のみならず、弾薬の製造と輸送を規制する必要がある。また民間企業による兵器供給業者の存在も指摘できる。2 「崩壊国家」の出現をはじめ、中央政府の統制の及ばない領域が主権国家の領土内部に拡大する「新しい中世」化の傾向を指摘できる。これらの要因は純粋に政治的な問題ではない。崩壊国家のいくつかは、反政府勢力が麻薬組織や国勢テロリズムに関連した国際犯罪組織となって地域紛争を背景に活発に活動している。3 通常兵器の拡散を考えるうえで兵器の循環や備蓄に注目することが不可欠である。なかでもブラック・マーケットの存在や犯罪組織の関与といった、小火器・軽兵器の拡散に特有の現象を考慮に含む必要がある。前項2に記したように、これらの拡散規制は軍事・安全保障の問題のみならず、警察・治安の問題でもある。4 ポスト冷戦世界では紛争と火器の拡散のみならず、政治的誘拐、海賊行為、傭兵活動などの活発化に伴って、「安全保障の私有化」の傾向がみられる。この遠因としてそれまで暴力を独占してきた国民国家がグローバリゼーションの圧力に動揺している現状を指摘できる。グローバル化時代の組織的暴力と通常兵器の拡散を検討するには旧来の国家安全保障の概念ではもはや不可能である。必要とされるのは「人間の安全保障」の構想のなかで小火器・軽兵器の拡散防止といった「ミクロ軍縮」の実現を検討することである。
