本研究では, 小学校社会科でどのように防災学習を行っていくべきかを実践研究した。まず小学校3・4年では, 災害時の消防士や自衛隊, 行政職員など(公助)の働き, 消防団や自治会など(共助)の連携, そして自分(自助)はどんな行動をとるべきかの3つの視点から, 防災についてどのように単元を構成していくかを研究した。そこで, 宇都宮市の消防署の働きについて学んだことを活用し, 「もし大人になった自分が被災し, 避難所に行ったとしたら, どうしたらよいか」を考える授業実践を行った内容を平成27年6月に行われた本校初等教育公開研究発表会及び7月に行われた栃木県小学校教育研究会社会科部会特別分科会において発表し, 8月に行われた京都大学Eフォーラムにおいて実践交流した。また, 小学校5年の災害の授業では, 日本全国で起こっている自然災害について東日本大震災を中心に単元開発を行い, 当該学年社会科担当に提案した。本年度は研究者が小学校6年の社会科を担当した。そこで政治単元において「災害から復興するために, 日本の政治はどのような働きをしているのだろう」と学習問題を設定して単元開発を行った。国会・内閣・裁判所のしくみを学習し, それぞれの機関が災害時・災害後に実際にどのような法律を出したり, 全国に指示を出したりしたのかを扱った。事例は東日本大震災はもちろんであるが, 平成27年9月に起こった「関東・東北豪雨」の内容も取り入れた。そのために, 栃木県栃木市や茨城県常総市などの被災地へ現地取材に行き, 被災した方への聞き取り調査や現状視察を行った。政治が国民生活と密接にかかわっていることを被災対応支援を通したことで, より具体的に理解することにつながった。このように, 小学校社会科において防災学習を系統的に進めていくことで, 子どもたち一人一人の防災意識の向上させ, 公民的資質の基礎を養うことにつながることが分かった。
