项目摘要

〈研究目的〉2016年4月に障害者差別解消法が施行された。公的サービス機関は、さまざまな合理的配慮の提供を必須とし、対策を行っているところである。高等専門学校も、公的サービス機関の一つとして合理的配慮の提供が必要である。そこで、本研究では、高等専門学校機構及び国公私立全高等専門学校のWebアクセシビリティの経年的変化について、定量化した問題件数の経年的変化を元にグループ化の実施を行うことを目的とする。〈研究方法〉高等専門学校機構及び国公私立全高等専門学校を対象に、Webアーカイブサイトから取得可能な1996年から2016年までの21年間分、Webのトップページのデータを取得した。取得したデータに対し、Webアクセシビリティ評価ソフトを用い、WCAG2.0の基準を用いてWebアクセシビリティの評価を行った。評価で表出した問題件数の結果を元に、相関係数(R)を求め、強い正の相関(R≧0.7)が見受けられた組織に対し、グループ化を実施した。〈研究成果〉定量化した問題件数の経年的変化を元に、グループ化を行うことができた。その結果、4つのグループを検出した。それぞれのグループにおける問題件数のピークの時期は異なっており、Webアクセシビリティに関する対策を講じた時期が推測された。加えて、評価基準1.1.1に注目し、問題件数の減少が観測された時期の前後について、各Webのトップページのソース分析を実施したところ、オーサリングツールの変更やWeb管理システムとしてCMSが導入されたことが推定された。
