项目摘要

本研究の主目的は、現代日本の有権者の投票傾向の変化(ないし不変化)が、政策選好の変化(不変化)と関連しているのかを明らかにすることであった。ここで、時間軸に沿った変化への着目が強調される。具体的には、「個人と政党との政策上の距離が縮小すると、個人のその政党への投票傾向が増す」という仮説を検討するべく、データとして「働き方とライフスタイルの変化に関する全国調査」(JLPS)の2011～2014年部分を用いて、計量分析を行なった。この際、政党の位置を、外生的に与えるのではなく、分析の中で特定した。分析に含めた争点は、データで利用可能であった次の6争点である。すなわち、「日本の防衛力の強化」「日米安保体制の強化」「政府による所得格差縮小」「公共事業による地方の雇用確保」「社会保障の充実」「社会福祉依存の否定」である。分析の結果、これらの争点のうち、「日米安保体制の強化」「公共事業による地方の雇用確保」の2争点において、仮説と整合する結果が得られ、そこで特定された政党位置も現実の文脈で解釈可能なものであった。この結果は、「時間をかけて」なされるような政党の政策上の位置取り戦略において、より重視されうる争点の存在を示唆しており、政治的代表過程の理解を深化させるものである。付随して、政策選好の計測方法それ自体に関する基礎的検討も進めた。具体的には、架空社会での望ましい再分配政策を具体的な程度で回答者に答えてもらったデータ(JHPSに含まれる)を用いた分析を進めた。本研究期間の発表で明らかにしたのは、具体的程度で計測した再分配政策選好に対して、「再分配が経済成長に与える影響の認識」が効果を有する兆候があり、さらに、その結果を利用して経済成長と社会の平等性の具体的な数値をもとに社会状態への集合的選好順序を示せる、ということであった。

The main purpose of this study is to change the voting tendency of modern Japanese voters, and to change the relationship between policy choices and the future. The Timeline is along the line of emphasis. Specifically, the 2011 - 2014 part of the JLPS (National Survey of Political Parties and Political Parties) was used and econometric analysis was conducted. This time, the position of the party, the exogenous and the specific analysis. The analysis includes the contention point, the utilization possibility, the second contention point and the third contention point. "Strengthening of Japan's Defense Force,""Strengthening of Japan's Security System,""Reduction of Income Gap in Government,""Employment Guarantee in Public Utilities,""Fulfillment of social protection,""Denial of Social Welfare Dependence." The analysis results show that the two contentions of "strengthening the daily security system" and "ensuring employment in public utilities" are integrated into the results of the analysis. The result of this is that "time has passed" and the position of political parties in policy has been selected, and the existence of disputes has been emphasized. The understanding of the representative process of politics has been deepened. The measurement method of policy selection is based on self-related research. The specific degree of redistribution policy in the overhead society is the answer to the question (JHPS). The results of this study indicate the order in which redistribution policies are selected, the specific degree to which redistribution policies are measured, and the impact of redistribution on economic growth and social equity.
