[研究の目的]論文を雑誌上でOpen Access化(以下ゴールドOA)する際に支払うArticle Processing Charge(以下APC)は年々増加傾向にある。その一方で購読誌への支払いも続いており, APC支払額の増加は大学にとって大きな負担である。本研究では, ゴールドOAを推進するイギリスの事例を調査し, 同国のAPC支払いの最新実態を明らかにすることで, わが国における最適な学術雑誌契約モデルを検討することを目的とする。[調査方法]Research Councils UK(RCUK)やCharity Open Access Fund(COAF)等のイギリスの助成団体の報告書を中心とする文献調査, 及びRCUKが助成したゴールドOA論文18,215件のデータ分析を通し, APC支払い状況を調査した。また一部の大学職員へは直接インタビューを行い, 具体的な大学の対応事例を調査した。[調査結果と考察]OA論文数の増加, 及びAPC価格の上昇により, イギリスのAPC支出額は上昇傾向にあった。RCUKの支出額は10,793,817ポンド(2014-15年)から15,935,714ポンド(2015-16年)と1年で47%上昇, COAFの場合は4,992,434ポンド(2014-15年)から6,600,690ポンド(2015-16年)と32%上昇していた。RCUKから2014-16年間に助成を受けたゴールドOA論文18,215論文のうち, Russell Groupに属する大学の平均は616論文であり, Russell Group非所属大学の平均63.3論文の約10倍の値だった。ただしRCUKからの助成額は, Russell Group所属大学では平均284,445.96ポンドで, Russell Group非所属大学の42,426.45ポンドの7倍であり, Russell Group所属大学は, 外部資金への依存度が低い中でAPC支払いを行っていると推測される。Russell Groupに属しOA論文生産数が2番目に高かったCambridge大学では, 大学がAPC補助を行うことはせず, 外部の助成団体から得た助成金の使途を管理しているだけとのことだった。ただし, オフセット契約に対する予算は大学からついており, APC支出額を抑えるための努力はしている。日本でも論文生産数の多い研究中心の大学では, このような措置をとることで全体の支出額を抑えられる可能性がある。
