・研究目的18歳人口が再び減少に転じる2018年を迎え大学を取り巻く環境は大きく変わってきている。このような外部環境の変化に伴い大学は戦略的な経営を行う必要があり、現場に近い大学職員の経営企画能力の育成は極めて重要となってきている。申請者が2013年度に大学人事部に対して行った調査において、最も望ましい自己啓発として「勉強会」と回答した割合は6割を超えていることが明らかとなった。学内有志の勉強会は、比較的経済的負担も少なく、自主的な学習の場であることから必然的に学習意欲の高い者が集まる場となっており、互いに切磋琢磨していく貴重な機会であると考えられる。上記のような背景から、勉強会の現状を明らかにすることは、職員の能力開発を進めていくうえでは極めて重要である。「有志」からなる、学習意欲の高い職員の自己啓発に対し、大学内の人材育成部署(以下、人事部)がどのように捉え、支援を行っているかを網羅的に明らかにすることは、大学経営人材を養成するためには不可欠な要素であり、その先にある大学改革に資するものと考えられる。・研究方法全国の国公私立大学(771校)の人事部を対象に質問紙法にて「学内勉強会の現状と課題」を問う調査を行った。・研究成果本調査の有効回答数は216校であり、回答率は28.0%であった。調査の結果、学内勉強会を「自己啓発の場として有効」とした回答は全体の71.8%と高いものの、学内勉強会を支援する制度を持つ大学は、22.2%であり、継続的に学内勉強会が開催されている大学は29.2%であった。他方で、継続的に学内勉強会が開催されている大学の内、「今後学内勉強会を自己啓発として奨励していきたい」との回答は85.8%であり、人事部が感じる有用性の高さが推測される。また、「実務への還元があった」との回答も43.0%あり、個人の自己啓発にとどまらず、業務改善さらには大学改革のためのツールとして可能性も示唆された。
