総合科学技術会議による「科学技術外交の強化に向けて」(平成20年)をうけ、さまざまな研究事業が開発途上国との関係強化を視野に入れて実施されてきた。日本主導の国際共同研究枠組みとしては政府開発援助を活用した「地球規模課題対応国際科学技術協力」(SATREPS)の今後の活用が見込まれる。科学技術外交プロジェクトの形成に当たっては現地ニーズへの対応と先端的な知の創出が求められ、双方に貢献しうる研究者の存在が鍵となる。案件形成途上の科学技術外交シーズに対応可能な研究者を相手国に派遣してプロジェクトの基盤づくりを行う事業が実施されてきたが、プロジェクト期間終了後に大型国際共同研究に移行する際に難しさがあった。本研究では、小さな研究シーズが科学技術外交に資する大型国際共同研究に至った外的・内的条件を分析することで戦略的案件形成に資する情報を整備する目的で、プロジェクトの基盤づくりを行う事業の追跡調査を行った。その結果、大型国際共同研究への移行に成功した案件では、若手研究者が長期に相手国に派遣されて基盤づくりに貢献していること、ならびにこれらの若手研究者が日本側研究ネットワークからの密接なサポートを受けて共著論文発表などの着実な研究成果を上げていることが明らかになった。こういった案件では、プロジェクト期間終了後に当該若手研究者の機関間移動を伴う職位の上昇につながる例が多いことも示された。若手研究者が日本側研究ネットワークからの支援を受けつつ多様な経験を独自の研究として形成し、総合力に優れるシニア研究者として確立されることが科学技術外交プロジェクトの形成において重要であると考えられた。
