项目摘要

【研究目的】本研究はタンザニアにおける識字教育について公共性の観点から明らかにし、考察することを目的とした。【研究方法】識字教育は学校教育と成人教育の両方でおこなわれてきたことから、申請者は、識字教育について学校教育と成人教育の両方から検討し、各々の教育政策の内容とともに、それへの人びとの対応や見方等の実態とを明らかにすることを試みた。【研究成果】タンザニアにおける識字教育は1990年代以前と以後で異なることがわかった。1990年代以前においては、政府の方針により、初等教育と成人識字教育は無償化され、全ての人がその機会を得られるように配慮されていた。そして調査地では、多くの成人が成人識字教育に参加する一方で、地域住民が協力して小学校を造り、地域のすべての子ども達の学校へのアクセスを改善するなどしていたことが明らかになった。1990年代以降は、識字教育は学校教育を中心におこなわれるようになり、教育の市場化が進行するとともに、経済的な格差にもとづく教育格差が拡大した。調査地もその例外ではなかったが、例えば、調査地では地域住民が協力して公立中学校を建設するなど、そのような格差を軽減するための自発的な取り組みが地域社会全体においておこなわれていた。換言すれば、地域のすべての子ども達がより多くの教育機会や良質の教育を得られるように、彼らは協力していた。そしてこれが可能であった理由として、独立以前から、地域住民が団結し協力して自分たちの生活環境を改善してきたという伝統や、地域住民同士の間に話し言葉によるコミュニケーションが偏在していたことなどがあげられる。そしてこれらが調査地において非識字者への蔑視や彼らが社会的不利益を被ることなどを抑制し、経済的格差による教育格差を自分たちで軽減しようとする原動力にもなっていると考えられる。
