项目摘要

本研究では、1950年代から60年代前半の高校教育拡大期に私立高校の果たした役割についての調査研究を行った。戦後日本の高校進学率は一貫して上昇し続けたが、注意すべきは、第1次ベビーブーム世代が高校就学年齢に達した1960年代半ばにあっても、高校進学者数は増え続けたことである。つまり、進学率の上昇は、生徒や保護者の側の進学熱と、それを受け入れた高校側の収容力増強とが対になって起きた現象なのである。そこで本研究は、高校の収容力増強の実態に焦点を当てて検証を進めた。その結果、本研究では以下のことを確認した。まず、高校進学者数の急増は、公立高校も私立高校もともに収容力を増強することによって達成されたこと、そして私立高校進学者の増加は、もともと私立が多かった首都圏や関西圏だけでなく、ほとんど私立高校進学者のいなかった地域においても観察されたことがわかった。また、地域間格差の大きい大学進学率と異なり、高校進学率は全国的に同じような上昇傾向を示したことや、その中でも公立と私立の役割分担については地域的な差異が顕著に見られたことが確認された。また、すべての中学卒業生を公立高校のみで受け入れようとすると、高校進学率は上昇することなく50%程度で安定的に推移したか、数百億円から一千億円程度の公的支出の増加が必要となることが試算された。さらに、私立高校の中には、小規模な私塾のような学校が、ベビーブーム世代を機に一気に大規模化することによって、多くの中学卒業生を収容して高校進学者の受け皿となったとともに、施設の新増設や教員の大量採用による学校の近代化を達成したところも少なくないことがわかった。このように本研究では、私立高校の積極的な経営規模の拡大が、戦後日本の高校教育拡大において非常に大きなインパクトを与えたことを明らかにし、その後の高校「準義務教育」時代の高校教育供給システムが形成されるプロセスを検証することを可能とした。
