子どもの発達にとって「生活問題」は大きな課題であり、学校教育においても重要な観点である。とりわけ障害児の場合は、その発達を保障するにふさわしい生活を享受することが困難である。そのような障害児や家族に対して、特別支援学校に設置されている寄宿舎は、生活を通してその発達を支え、家族支援を行ってきたが、特別支援教育制度への移行のなかで統廃合の対象となっている。あらためて障害児とその家族が有する困難・ニーズの実態を把握し、そうした困難・ニーズに対応できる寄宿舎教育のあり方を明らかにすることは重要である。それゆえに本研究では、全国の肢体不自由特別支援学校寄宿舎に在籍する児童・生徒とその家族への生活実態調査を通して、寄宿舎における障害児への生活発達支援の役割と課題を考察した。全国の特別支援学校(肢体不自由)63校の寄宿舎に在籍する保護者を対象に、郵送による質問紙法調査を実施した。保護者398人からの回答があり回収率32.8%であった。障害児の生活は、8割近くが母親・家族と過ごし、ほとんど家の中でテレビやビデオを観て過ごしている。半数近くの保護者は「体力の低下・身体の変形の心配」「興味・関心が広がらない」「社会的経験が乏しい」と感じており。このような生活は発達に大きな影響を及ぼしていることが伺える。家族の生活では。ひとり親家庭・両親不在が21.1%を占め、保護者の就労状況、経済状況も深刻な状況が浮き彫りとなった。保護者の健康では、9割の保護者が恒常的に身体的・精神的疲労を感じており、3割の保護者が「自分が病気にかかっても通院治療もできない」と回答した。また3割の保護者が「将来のことが心配で絶望的になり、死を考えたことがある」と回答し、深刻な精神状態にあることも分かった。親子関係では、3人に1人が子離れ、親離れができていないと回答し、親子の精神的自立が大きな課題となっている。寄宿舎の入舎希望理由で最も高かったのが「自立のため」44.3%、ついで「家庭事情」であった。入舎後の子どもの変化では、多くの保護者は子どもの生活上の困難、親子関係に改善が見られたと回答した。寄宿舎は単なる「通学困難のため」という狭い役割ではなく、教育的な役割が求められている。また家庭事情による入舎が多いことも今日の社会情勢を反映している。調査結果の検討から、今日の特別支援学校(肢体不自由)寄宿舎は、障害児の生活支援・発達支援のみならず、障害児家族の支援においても重要な役割を担っていることが明らかとなった。
