家畜伝染病(鳥インフルエンザおよび口蹄疫)の国内発生により,教育機関である大学農場でも防疫体制の整備が重要となっている。しかし,大学農場では,授業・実習での積極活用および市民に対する公開と教育が求められているため,施設への立入禁止を前提とした防疫対策は,積極的な利用との間に齟齬をきたしている。2010年の口蹄疫発生に伴い,多くの教育機関では対策指針の作成や施設整備が実施されたと推測されるが,これらの情報は共有されていない。そこで,本研究では,大学農場へ防疫対策に関する調査を実施することにより,防疫の具体的方法と問題点を明らかにし,積極的開放が必要な教育機関において実施可能な防疫体制の整備を提言することを目的とした。家畜を飼育している41の国立・私立大学に防疫対策の実施状況に関するアンケートを送付し,30の大学から回答を得た。このうち防疫対策の指針を作成している大学は19大学であった。具体的な防疫対策として,9判の大学農場は畜舎出入口に消毒槽を設置しており,6割程度が進入路および畜舎周囲にも消石灰を撒いていた。また,5割以上の大学農場は畜舎内専用の長靴を使用していた。一方,7割の大学では畜舎への立入を教職員および関係学生に制限しているものの,農場敷地内への一般市民の訪問制限をしている農場はなかった。口蹄疫発生後に新たに防疫対策設備・施設を設置した大学農場は4割に過ぎず,車両や人への消毒設備・施設がほとんどだった。また,8割以上の大学では今後の対策費用は確保されていなかった。防疫対策が比較的進んでいる7大学農場の実地調査を行ったところ,既存の施設を工夫して,畜舎エリアへの進入口を一本にし,専用作業着・長靴への履替えを行うことで授業・実習におけるリスクの軽減を図っていた。以上から,大学農場では既存の施設を活用し,ソフト面での対策を図ること,およびその方法の共有が防疫体制を整備する上で重要と考えられた。

In the domestic development of livestock diseases (bird flu, foot and mouth disease), it is important for educational institutions, universities and farms to prepare epidemic prevention systems. In the wake of the outbreak of foot-and-mouth disease in 2010, many educational institutions have responded to the development of policy guidelines and equipment, and have speculated on the sharing of information. In this study, we investigated the implementation of epidemic prevention strategies in universities and farms, and identified specific methods for epidemic prevention, and actively opened up the necessary educational institutions to implement possible epidemic prevention system preparation. 41 state and private universities in livestock breeding have received responses on the implementation of epidemic prevention policies. The University of Chicago The specific epidemic prevention strategy is to set up a disinfection tank at the entrance and exit of the university farm, and to sprinkle lime at the entrance and exit of the farm. More than 5 years ago, the university farm was used in the long boots. On the other hand, the university has established restrictions on the entry of faculty members and students, and the farm has established restrictions on the access of the general public. After the outbreak of foot-and-mouth disease, new epidemic prevention equipment and facilities were set up on university farms, and disinfection equipment and facilities for vehicles and people were set up. The university will continue to pay for its services in the future. The epidemic prevention policy is compared with the progress of the 7 university farms. The investigation is carried out in a timely manner. The existing facilities are equipped with time and equipment. The entrance to the farm is a book. The work is carried out in a timely manner. The teaching is carried out in a timely manner. As mentioned above, it is important for universities and farms to make use of existing facilities, and to improve their response to epidemic prevention.
