ウイルス添付メールやフィッシングメールと言った不正メールは、ウイルス感染だけでなく情報漏洩等といった深刻な被害をも引き起こしている。その背景には被害の程度が漠然としか分からず、損害の実態が把握できていないことも要因の一つではないかと考えられる。本研究では、不正メールにより、資源がどの程度無駄に利用され実損害となっているのかを具体的に把握し、設備・人的被害を算出し検討を行った。1.不正メールの被害実態調査についてファイアウォールにより隔離されたローカルネットにおいて、メールサーバを構築し不正メールの収集を行なった。メールアドレスは自身のものを用いた。なお、本メールサーバの上位には、スパムファイアウォールが設置され、メール全体の約7割のスパムをブロックしている。結果、受信メール総容量は約800MB、そのうち不正メール(スパムメール)は34MBであり、約43%が実損害となっている。下位メールサーバ及び経路の回線費用を100万円とすれば、そのうち約4万円を不正メールに使われていることになる。人的コストとしては、ユーザが受信した不正メールに対処する時間に1日10分を費やすとして、勤務日を年間213日、時間単価を2000円とすると、損害額は年間71000円/人となる。2.不正メール対策における費用と効果についてスパム対策機器の価格を年間200万円とすると、8000ユーザで使用の場合一人あたり年間250円の負担となる。機器を導入しない場合、自身においては年間1900MBのスパムメールを受信することになり、他ユーザと合わせると、対策機器の価格を容易に上回る損害額となる。また、ユーザ数が多いほど対策機器の導入によるメリットは大きい。3.損害・被害に対する評価と啓蒙について漠然と認識していた被害の実体を、損害額を求める方法で明確化した。各ユーザが被害の実態を認識することで、一層の被害防止が期待できる。また、セキュリティ対策において投資額に一定の指針を与えた。
