项目摘要

<研究目的>本研究は、湾岸アラブ産油国において統治の正当性の獲得にとって重要な資源分配のメカニズムについて、アラブ首長国連邦(UAE)の公共住宅政策を事例に研究するものである。権威主義的な君主体制を敷く湾岸アラブ産油国にとって、天然資源収入(レント)の分配は統治の安定性にとって不可欠である。なかでも、無償の土地・住宅の提供や無利子ローンの供給は、産油国において社会保障の根幹をなしている。具体的な資源分配メカニズムを解明することにより、統治と資源分配の関係について実証を試みる。<研究方法>本年は、基礎研究の年と位置付け、「文献・理論・臨地調査」からなる地域研究の手法を採用している。はじめに、中東・産油国における社会保障に関する先行研究・文献の収集と解析を行った。また、2013年11月に1週間の日程でUAE(アブダビおよびドバイ)を訪問し、政策担当機関への聞き取り調査、資料収集、現地研究者などとの意見交換を行った。〈研究成果〉現時点での暫定的な結論は、3つある。第1に、UAEにおいては国民からの恒常的な住宅(持家)の需要があり、政府に対する要求事項になっている。とくに、2011年の「アラブの春」以降、政府自身が住宅政策を積極的に推し進めており、政府はこのような要望を潜在的な不安定リスクとして認識していると言える。第2に、国民自身は住宅や土地の無償提供を含む住宅政策を国民の「権利」として認識しているとはいえ、必ずしも短期的な政府への不満へとつながっていない。UAEは湾岸アラブ産油国の中では比較的裕福な国であり、他の事例(バハレーンやオマーン)と比較することにより、地域内での状況の差異が明らかになってくると思われる。第3に、政策担当機関は従来のような住宅政策を持続的に維持することは、将来的に財政上不可能であると認識していた。状況に応じて政策も変更されており、将来的な統治と安定にとっての分岐点がこの文脈上に存在する可能性はあると言える。
