本年度の研究は、第二次大戦末期の中小企業専管機関SWPCの廃止から、朝鮮戦争時のSDPA創設までの時期を対象に、連邦政府の中小企業政策の実態を解明することを目的としている。研究の視点は、上記の政治過程に関係する利害集団と政策志向を抽出した上で、それらの相互作用と帰結に注目した。研究の方法は、主たる資料として、議会・委員会での議事録と各政府機関の文書を取得し、丹念に読み込み再構築するというものである。本年度は特に、本分野における学術的な到達点とされるJonathan BeanのBeyond the Broker Stateを精読し、Beanが比較的軽視している軍部の動きを明らかにすべく、1944年に開催された上院の特別委員会での中小企業問題に関する公聴会での議論を重点的に解析した。研究成果の具体的な内容は、以下のとおりである。まず、SWPCの廃止からSDPA創設まで、つまり戦後の軍民転換から朝鮮戦争時の再転換までを一体として捉える視点の必要性を提示した。そして利害集団として、SWPCが「尻上がりに機能化」した事実を背景に、SWPC機能の拡張・延長を説く議会中小企業派と、それに対して、独自の視点から中小企業問題に接近する軍部・銀行家・議会内保守派などを取り上げ、それらの間で行なわれた利害調整過程を分析した。なおこれらの研究成果は、現在、論文として執筆中である。本研究の意義は、日本における米国戦時経済研究では、大企業や巨大機関に分析の力点をおきがちであるため、蓄積が薄いとされる中小企業専管機関SWPCからSDPA創設までの実態を明らかにした点である。以上の研究は、第二次大戦期を起源として現在に至るまで、米国経済の重要部位を占め続ける「軍拡経済」の本質を解明する上での一助となる重要性をもつ。

This year's research aims to clarify the status of SME policies of the federal government, including the end of the Second Great Depression, the establishment of SDPA during the Korean War, and the end of the Second Great Depression. The method of research includes the acquisition of data from the main body, the proceedings of the parliament and the committee, and the reorganization of documents from various government agencies. The specific content of the research results is as follows. The need for the establishment of SDPA, the replacement of military and civilian personnel after the war, and the integration of military and civilian personnel during the Korean War SWPC is a functional organization, and SWPC functions are expanded and extended in the background. The research results are now in writing. The significance of this study is to study the time and economic situation of Japan, China, large enterprises and large organizations, and to analyze the power points of small and medium-sized enterprises, SWPC and SDPA. The above research shows the importance of the important parts of the American economy from the origin to the present of the Second Great War, and the essence of the "military economy".
