项目摘要

教育基本法改定や改正学校教育法において, 「社会参画」の重要性が明記された。これを受けて小学校社会科でも, 社会参画が重視された。しかし社会科指導要領改訂から6年が経つ今でも, 「社会の形成に参画する資質や能力」についての実態が明らかにされていない。そのため, 参画する資質や能力に触れぬまま, 単元内に参画活動を取り入れるだけの実践が散見された。そこで, 本研究では「社会の形成に参画する資質や能力」を明らかにし, その資質や能力を構成原理とした小学校社会科中学年カリキュラムの開発を目的とする。○研究方法以下のステップを通した実践を行い, 検証する。①資質・能力の焦点化 : 単元を通して養いたい社会参画に関わる資質や能力の吟味②内容の構造化 : 教材の内容を構造化し, 内容を精選する。③単元の構成 : 内容の構造化を基に, つかむ, 調べる, まとめる過程で単元を構成する。④実践の検証 : 実践後, 単元を物語ることで見えてくる指導や評価法の回収を行う。○研究成果社会の形成に参画する資質・能力を現段階で, 「社会事象を広い視野で捉え, 問いを見出す力」「社会的な課題を解決するために, 共感的・協同的に他者と関わる力」「学びを自己と意味付け, 価値を見出す力」と設定した。これらの資質・能力を育成するために, 「単元で育みたい見方・考え方」と「社会科学習を通して育みたい資質・能力」の2つを評価規準とし, 単元を構成した。その結果, 従来の単元に比べ以下の支援が強調された単元が完成した。①子どもの問いづぐりを誘発する支援②多様な「ひと・もの・こと」との出合う支援③子どもが社会的事象を自己と引きつけて捉える支援以上のように, 「単元で育みたい見方・考え方」と「社会科学習を通して育みたい資質・能力」を分けることで, 従来とは違った視点での支援が明らかになり, 社会に参画する資質・能力を構成原理とした中学年カリキュラムが完成した。

The importance of "social participation" in the reform of the Basic Law of Education and the revision of the School Education Law has been clearly noted. Social studies in primary schools are important to social participation. The guidelines for social studies have been revised since 6 years ago, and the actual situation of "social formation, qualification and ability" has been clearly defined. The quality and competence of the project are touched, and the participation activities in the unit are taken into consideration.
