本研究は以下の手続きによって実施した。(1)東北地方6県の全市町村を対象にした機関調査によって体育・スポーツに関する資料収集を行った。そこでは市町村の社会体育行政、地域で盛んに行われているスポーツ、地域の独創的なユニークなスポーツの事例について考察した。その結果、以下の特徴が認められた。(1)市町村では生涯スポーツの実現のための振興計画が作成されている。(2)地域で伝統的に盛んなスポーツ種目がある。(3)スポーツを含んだ地域の行事やイベントが組まれている。(4)誰れもが手軽にできるニュースポーツの開発に取り組んでいる。以上(1)〜(4)の特徴は市町村の人口規模にあまり関係がない。(2)次いで中山間地の市町村に注目して機関調査による資料収集を実施した。その結果以下のことがわかった。東北地方の市町村の半数以上が中山間地を抱えており、人口減少と高齢化、そして第一次産業の危機に直面しているという課題がある。スポーツはそうした地域の諸条件に規制される側面があった。そうした状況の中で次の動向が注目された。(1)高齢者をはじめとし誰もが参加できる軽スポーツの開発と採用、(2)都市住民との交流を図る山村体験ツアーやアウトドアスポーツの振興、(3)自然環境や資源、そして伝統を活かしたイベントと結びついたスポーツ実践、(4)こうした動向が「地域づくり」「地域形成」の一環として取り組まれていること。このような中山間地の地域スポーツの課題は、住民の生涯学習・健康を目指した総合的な「地域計画」の一翼を担う位置を占めている。以上、(1)(2)をふまえて中山間地の市町村を対象とした縦断的な実証研究が必要である。
