项目摘要

本研究は以下のとおり実施した。(1) 東北地方6県の全市町村を対象にした機関調査によって文献資料の収集を行った。そこで、各市町村の社会体育行政、さかんなスポーツ、地域独特のユニークなスポーツについて考案した。その結果以下のことがあきらかになった。(1)生涯スポーツの実現のための振興計画が市町村単位でつくられている。逆に広域圏や連携した計画は少ない。(2)各地域に伝統的にさかんに行われているスポーツがある。(3)スポーツを含んだ行事やイベントがある。(4)ニュースポーツの開発にとりくんでいる。(5)都市住民を招いて交流することを企図したイベントがある。(2) 典型的な中山間地域であるA県南部のY町に注目して事例研究を実施した。アクションリサーチによる調査から以下のことがあきらかになった。Y町は人口減少と高齢化、農林業の不振という課題があり、住民のスポーツ活動もこうした地域をとりまく条件に規制されていた。しかし行政では住民と連携してスポーツによる地域づくりを展開している。その特徴は次のとおり。(1)高齢者が参加できるニュースポーツの展開、(2)都市住民との交流を図る山村留学などのグリーンツーリズムやアウトドアスポーツの振興、(3)自然環境や伝統を活かしたイベントと結びつきをもつスポーツ活動、(4)これらが総合的な地域計画の一環として位置づけられている。そこでは他の地域、とくに都市部の住民の来訪と交流によって、町の内発的発展に寄与することが期待されている。今後もY町について継続して実証研究をつみかさねつつ、同時に国内外の他地域との比較研究が必要である。
