平成10年度は、阪神大震災で甚大な被害を受けた分譲マンションの復興過程の動態を、分析・評価するためのドキュメンテーション技法--CS-ISモデル--を開発した。具体的には、復興過程における各関与主体、および、マンション全体としての意思決定をCED変換モデルで表し、復興方法--建替か補修か--に至るまでの意思決定のパスを、コミットメントレベル(Commitment-level Space)、社会的共有性(Information-processing Space)の二次元平面上に表すものである。ここで、コミットメントレベルとは、復興方法の決議までにクリアしなければならない段階であり、社会的共有性とは、マンション復興に関する住民間の認知・評価などの共有の程度である。復興方法をめぐって住民間にコンフリクトが顕在化したマンションについて、このCS-ISモデルを適用したところ、分譲マンション復興には二つのロジックが存在し、それらが絡み合って復興が進捗していたことが明らかになった。すなわち、公的(法的)には分譲マンションの復興は、「客観的な被害程度の確定→復興方法の選択・決定」という因果のロジックに従ってなされるものとされている。しかし、実際には、「客観的な被害程度」自体が、経済力などがさまざまである住民をはじめ、利害関心を異にする関与主体たちによる社会的構成の産物であることが明らかになった。このことを踏まえて、分譲マンション復興を成功させるには、復興初期において復興過程の全体像を見通しておく必要があることを指摘し、その実現のための制度的、実務的提言を行った。
