项目摘要

平成12年度は、昨年度に開発した、分譲マンション復興過程の動態を分析するためのペトリネット・モデルの精緻化を行った。具体的には、第1に、1995年の阪神大震災で甚大な被害を受けた分譲マンションについて、これまでに調査をした41棟のうち、昨年の時点で復興方法が確定していないものを対象とした追加調査を行った。第2に、マンション復興の当事者を対象に、昨年度に作成したモデルの問題点について、面接調査を行った。第3に、これまでの調査結果、および、昨年度に作成したモデルを踏まえて、分譲マンションの復興方法-すなわち、建替か補修か-をめぐる、住民間の合意形成の過程を、ペトリネット手法を用いてモデル化した。その結果、分譲マンション復興をめぐるコンフリクトを、その原因と展開の性質によって、3つのパターンに分類できることを指摘するとともに、コンフリクト解決への実践的知見を導出し、さらに、平時の分譲マンション復興についてのインプリケーションを論じた。モデル化を通じて、ペトリネット理論が、分譲マンション復興過程を含む、さまざまな社会的コンフリクトの動態を表現し分析するための技法として有効であることを示した。特に、ペトリネット・モデルが、(1)コンフリクト解決のための(ある事象に至るための)論理的条件を分析できること、(2)コンフリクトの動態を視覚的に明示できるメリットを持つこと、言い換えれば、現実のコンフリクト・マネジメントに必要とされる「了解可能性」を備えていることを指摘した。
