本年度は、日本の福祉サービスの供給主体の多元化の現状や独立部門に期待される役割、現在の行政と独立部門との関係、独立部門のもつ福祉提供におけるメリット、デメリットを文献および調査により検討した。調査では、(1)社会福祉協議会、(2)福祉サービス提供に参入もしくは参入しようと準備している大企業(営利団体)、(3)比較的規模の小さい非営利団体の、主に3種類の団体に対し、その活動や課題、今後の抱負等について聞き取りを行った。全体として、介護保険導入を目前に控え、中小問わず多くの独立部門に係る組織が近年活発に活動を始めていること、より公平・効率的・効果的なサービスを利用者に提供する枠組みづくりはまだ未成熟であり、法的枠組み、行政との関係(契約形態を含む)、組織間の連携や各組織の役割分担、サービスの質の維持とコスト効果的なサービス提供、人的養成等の面で考慮すべきことや、多くの課題があることがわかった。この点においては、前年度整理を行った諸外国の先例や経験を検討の参考とした。また、福祉サービスの供給主体の多元化と独立部門の役割および公平で効率的かつ効果的なサービス提供システムを目指すにあたり、それぞれの組織の目的や組織が抱える課題は、独立部門の組織の形態や規模によってもかなりの違いがあることが明確となった。文献および調査研究から、独立部門がより良い福祉の担い手となり得る要素(法との関係、行政および利用者との関係、組織内における留意点等)についても考察を行った。実施した聞き取り調査については、日本における独立部門の現状と課題をより具体的に把握するために、さらに整理する予定である。
