项目摘要

本研究では第1に、EU高齢者雇用政策と関連社会保障改革の位置づけを、EUおよびEU社会政策の枠組みにおいて明らかにすることを試みた。具体的には、1990年代までのEU社会政策に関わる動向を創設期、マーストリヒト条約まで、アムステルダム条約とその後に分けて検討し、EUの社会的側面への政策が重要度を増し、その対象がEUレベルの労働権から市民権の確立へと深まったことを確認した。こうしたなか、中高年者の雇用問題や高齢者の社会保障がEUの社会的施策の範疇となってきたのである。これら政策が各国レベルを超えたEUレベルで行われる意味についても、特に欧州統合理論に関わる社会政策の事例から考察した。さらに、リスボン、レーケン、ニース等における欧州理事会を受けた声明の内容やこれを基にした欧州委員会による政策を追うことで、2000年以後のEUの社会的施策の動向や欧州社会モデルの様相、EUが目指すソーシャルガバナンスのあり方を知り、EU中高年の雇用政策と関連社会保障改革の具体的検討の基礎とした。第2に、EU高齢者雇用政策と関連社会保障改革の具体的内容とEU加盟各国の対応を検討した。内容は、EUにおける高齢化の現状と政策、EUの高齢化と社会保護・社会保障政策、EUにおける中高年労働者の現状と政策指針、中高年雇用に関わるEU市民の意識、EUおよび加盟国の雇用政策と中高年雇用政策、中高年雇用政策と関連社会保障政策である。EUと加盟国は1990年代以降"すべての人のためのヨーロッパ"づくり、および、活力のある加齢社会を目指し、就労と退職後の法施策を意識的に関連付ける政策の具現化に取り組んでいる。その内容は、高齢者の早期退職の奨励の廃止、中高年の雇用率や退職年齢の引き上げ(EU全体で雇用率を38.5%から50%に、退職年齢を65歳へ)、高齢者の機会均等政策の実施(生涯学習、職業訓練、差別禁止、相談援助、横断的情報ネットワークづくり等)である。EU加盟15カ国(当時)の雇用や社会保障の状況は必ずしも一様でなく、実際の対応は所得保障改革での対応、差別禁止法の導入、企業への政策的奨励や罰則等、多様性が見られた。また、EU全体では政策効果が見られ始めているものの、加盟国間でのばらつきやEU全体での数値的目標が期限内に達成されていないこと等もわかった。
