项目摘要

前年度は、(1)海外情報について関心を持ち、幕府からの公式的な通達以外に積極的に、情報に収集を得ることに努力している藩とそうでない藩とが存在した。その藩の違いは、海防強化を積極的に行うか否かという違いをうみだしたこと、(2)江戸に駐在する藩士が、藩主の命を受け海外情報の収集活動を行っており、他藩の藩士などから情報を入手している実態も明らかにし、(3)ペリー来航に際しては、幕府からの情報を得るだけにとどまらず、諸藩が独自の探索を行い、文字による報告書以外に、黒船などの絵図も一緒に製作したこと、(4)ペリー来航という一大事件について危機意識を増大させ、尾張藩・水戸藩・藤堂藩・宇和島藩・島津藩との連携が成り立っていることが判明した。本年度は、中国付近におけるイギリス勢力の実際の動向とそれに対する幕府・諸藩の反応を明らかにしようとした。とくに、オランダから幕府へ提出された別段風説書を基本史料とした。そこには、列強海軍の配備状況が記載されており、それが重要な意義を持つと考えたからである。そして、あわせて実質的なイギリス海軍の海軍の動向を検証すべくイギリス外務省文書を利用した。その結果、別段風説書自体の信憑性を疑う者もいたが、実際にペリーが来航することにより信憑性が高まった点などを明らかにした。
