本年度は、公的機関である児童相談所を、家族のことが相談できる身近な内集団の機関と人びとに認識してもらうことが可能であるかについて研究した。今までの研究から、人びと児童虐待に関する対応の仕方は、虐待を行っている人が友人(内集団の人)か、付き合いのない近所の人(外集団の人)かによって大きく異なることが判明した。そこで本研究では、(1)人びとが内集団および外集団(所謂ウチとソト)の区別を何に基づいて行っているのか、(2)内集団および外集団の区別は可変的なものか、(3)もし可変的なものであるならば、どの要因が影響しているのか、という3点を明らかにすることを目的とした。外集団の規範および内集団の規範が、虐待の通報に対する人びとの意識にどのような影響を与えるかを調べるため、シナリオ実験を行った。実験に使用した被験者は神戸大学法学部、および光華女子大学の学生である。用意したシナリオは、(1)外集団規範および内集団規範のどちらも強い場合、(2)外集団規範は強いが内集団規範は弱い場合、(3)外集団規範は弱いが内集団規範は強い場合、(4)外集団規範および内集団規範のどちらも弱い場合、の4種類である。なお外集団規範としては、「児童虐待の発見した場合に公的機関に通報することを義務づけることを、政府が立法化した場合」を設定した。内集団規範としては、「地域の町内会や小・中学校のPTAが通報義務の申し合わせを決議した場合」を設定した。これらのデータの分析結果から、外集団規範および内集団規範が、虐待の通報に対する人びとの意識に影響を与えることがわかった。ただし今回のシナリオ実験の場合、被験者が学生であるため、このシナリオの設定をどれほど真剣に理解し、シナリオの設定条件を仮定して回答しているかが明らかではない。これについては今後の検討課題としたい。

This year, the government and the public authorities have discussed the relationship between children and families, and the relationship between families and families has been studied. The regulation of the foreign collective shall be set up in accordance with the requirements of the public authorities for notification of child abuse and the legislation of the government. The rules of the internal group are set in the "local meeting, primary school and secondary school PTA to report the obligation to apply for cooperation". The results of this analysis include: external group norms; internal group norms; abuse notification; and awareness. In this case, the subject is a student, and the setting of the setting is a true understanding, and the setting of the setting is a fixed answer. This is the first time I've ever seen a problem.
