進化経済学(Evolutionary Economics)的視点に立って、技術構造、生産構造、科学技術政策の経済効果について国際比較を行うことによって、以下のような知見を得た。1. 特許データに基づく分析を行った結果、日米欧の間において、それぞれの技術構造には違いが存在する。2. 各国の技術構造変化のダイナミクスは、収斂(Convergence)する方向ではなく、差異を拡大(Divergence)する方向に向かっている。3. 生産構造と技術構造を比較すると、生産構造の方が各国間での差異が小さい。これは技術のスピルオーバー効果(ある産業における技術開発の成果が他の産業で活用される)によるものと推測される。4. スピルオーバー等を考えない単純な経済モデルでは、生産構造が競争力のある業種(Industrial Sector)に特化した方が、全体的な効率が高まり、高い経済成長をもたらすと考えられるが、実証的に検討すると必ずしも、この仮説は支持されない。5. 技術のスピルオーバー効果が大きければ、産業間の相互創発(Co-evolution)が起きる。その結果、生産構造は特化の傾向を失い、経済全体としては成長率が高まるものと考えられる。6. 以上より、科学技術政策には、技術構造を変化させる政策と、スピルオーバー効果を高める政策の二つが存在することが分かる。7, また、短期的な経済的効果という点からは、スピルオーバー効果を重視する政策の方が効果は大きいものと推測される。
