项目摘要

技術にはtacitnessとcircumstantial sensitivityという2つの性質があるため、発展途上国の民間企業が先進国の技術を利用して容易に産業を発展させることは不可能である。技術についての知識を効率的に使用するための「技術能力(technological capability)」を発展途上国側の企業や産業が蓄積してはじめて有益な技術移転が実現される。この技術能力の水準の上昇を技術進歩とみなす。産業発達史における多くの逸話が示しているように技術能力の向上のためには試行錯誤を伴う長い努力が必要である。しかも努力の果てに失敗に終わるリスクを抱えている。この努力にはプロトタイプを組み立て実際の生産を行う帰納的アプローチが重要である。そのため、利益を上げるまでに必要な費用をどう補填するかが重要な問題となる。そのための1つの手段が総合商社である。総合商社は世界に網の目のように張ったネットワークにより、十分な質に達していない製品も販売できる可能性を広げる。しかし総合商社がこの機能を果たす可能性があるのは潜在的需要者が無数に存在し、しかもその特定が容易でない場合である。例としては繊維・食料・一般雑貨や用途の広い中間財などが考えられる。また総合商社は発展途上国の企業への先進技術の紹介・導入においても重要な役割を果たすことがある。ヒアリングや商社史・産業発達史・技術の経済学等の検討によって以上のようなことが認識できた。今後も継続してこの研究を深めていきたい。
