近年、社会大きな関心事となっている出生率の低下の要因は女性の高学歴化、賃金率の上昇等によってもたらされた晩婚・非婚化である。また、出生率の低下は単に1家計当たりの子供数が低下したわけではなく、子供のいない家計が増えたり、共稼ぎの家計が増加したりという家計の属性の多様化に起因している。そこで本研究では、このことが公的負担に与える影響に焦点を当て、多様な属性を持つ家計の存在を前提としたとき、世代間負担及び世代内負担の差にどのような変化が生じるかを分析する。これにより、これからの社会保障制度や税制のあり方について考察する。属性の異なる複数の家計が存在すると仮定し、税金、社会保険料の制度が家計の属性にも影響を与えるものとして、オーバーラッピング・ジェネレーション(OG)モデルを用い、公的負担に関する分析を行った。そして、片稼ぎで子供のいる家計を前提としている社会保障制度や税制、特に配偶者控除(あるいは配偶者特別控除)、国民年金の3号被保険者問題を取り上げ、家計の属性の多様化によって、世代間負担の差及び世代内(属性の異なる家計間)負担の差が大きくなることを示した。さらにシミュレーションを行い、世代間及び世代内負担の差を縮小するためには、現行のように配偶者に所得控除や年金保険料の免除を認めるのではなく、子供の保育者に認めることが一つの有効な方策であることを示した。
