2年間の研究期間の最終年度として本年度は,地域施設の効率的な配置計画に対するDEAモデルの適用性を明らかにすることを目的に,主として福祉施設を研究対象としてとりあげ,昨年度に整備した施設整備状況のデータを基にして,都道府県別にみた施設数の整備実態をDEAを用いて分析し,主として次のような知見を得た。1. 小規模なモデル分析を通じて,図式解法によりDEAの特性を視覚的に捉えた上で,同じく複数指標による評価手法である多目的計画法とは異なり,様々な特徴をもつ複数の対象を〈効率的〉として抽出できることを示した。2. 4種類の高齢者福祉施設の整備状況の分析を通じて,個々の指標において上位にあるものが,DEAにそれらを投入して得られた結果においても効率的である傾向にあること,ならびに各指標が全体的にまんべんなく良いものも効率的として抽出することを示した。つまり,多目的計画法とは異なり,個々の評価が高いもの,全体的によいもの双方を同時に高く評価することを明らかにした。3. 2つの年度のデータを用いた老人保健施設の整備状況についての経年的な分析を試みた結果,年度により異なる結果を得た。これは,整備が急速に進んでいる施設ゆえ,数年間でも整備状況に大きな差が生じたことが主要因と考えられるが,一部の変化が全体的な評価に大きく影響しうるDEAの特性の結果をも含まれていると考えられる。したがって,経年的な分析など入出力変数が変動する分析では,DEAの結果だけでなく,その他の分析方法による結果を併用することが望ましいと考えられる。
