项目摘要

前年の広域市町村圏における圏域間格差に引き続き、圏域内格差を検討する。圏域内格差の検討のために昨年用いたデータを使用し中心都市の整備率の値と、周辺地域の整備率の平均値(加重平均)を求め、両者の値を比較、検討した。まず、平均値の比が小さく、ばらつきが小さいものは、中心都市と周辺地域の整備水準の格差が小さく、かつ平均値付近に集中している。こうした指標は、圏域内格差が小さいといえ、市町村道舗装率、上水道利用率が相当する。圏域内格差の大きいものは次の2通りのタイプが考えられる。1つは中心都市が周辺地域よりも整備水準が高い(もしくは、その逆)など、地域による傾向の見られるもの。もう1つは、圏域により中心都市の整備率が高い場合と、周辺地域の整備率が高い場合が混在しており、どちらの地域において整備が進んでいるとは、一概に言えないものである。前者は、下水道整備率で中心都市の平均値の値が周辺地域の値の倍である。そしてばらつきが小さいため、全国的に中心都市が周辺地域より整備水準が高く、圏域内の格差が見られる。後者は、集落道路舗装率と、園地保有率である。平均値の比は、小か中であるが、ばらつきが大きいため圏域により中心都市の整備が進んでいるケースと周辺地域の整備が進んでいるケースの両方が見られる。以上より、整備水準が高い水準に到達しないと圏域内格差は解消されないと考えられる。
