大規模な工事を伴わない交換分合事業を農地の集団化に活用することが課題となっている。本研究の目的は、付帯工事交換分合事業に着目し、事業費に対し、達成された農地集団化を一般的な圃場整備事業、付帯工事を伴わない交換分合事業と比較し、付帯工事交換分合事業のコストパフォーマンスの評価を行うことにある。まず、近年に事業が完了した圃場整備事業、付帯工事交換分合事業、付帯工事を伴わない交換分合事業の実施状況に関する基礎的データを把握した。この中から事業規模、関係する農家数、集団比率などの観点から比較の対象として適切に考えられる地区を選定した。これらの地区のうち本年度は交換分合事業地区を対象に現地調査を行った(秋田県合川町、新潟県中ノ島町など)。この際、事業費、農地集団化の実施状況、なぜ圃場整備事業ではなく交換分合事業としたのかといった点で、農家の負担の差異などに着目して把握した。以上の調査により、圃場整備事業とコスト・パフォーマンスを比較するために必要とされる基本的な事項、数値の整理、解析を行った。今後、圃場整備事業においても同じ事項、数値の整理、解析を行い、付帯工事交換分合事業との比較を検討する予定である。
