1. 研究目的 本研究は長野オリンピックにおける国際交流活動として「一校一国運動」について,事業の具体的内容を調べるとともに,事業へ参加することによる市内小・中学校児童・生徒の国際平和協力・交流に対する意識とスポーツ生活にどのような影響を及ぼすのかを明らかにすることを目的とした.本研究は2カ年間実施され,当該年度は2年目に相当する.1年目は,長野オリンピック組織委員会,市教育委員会,市内小学校校長等へのヒアリングと市内20中学校に対する質問組調査を実施した.2年目は,得られたデータの分析整理を行った.2. 一校一国運動の具体的内容 オリンピックで,一つの学校が一つの国を応援しようということをきっかけに始めた国際交流事業である市内77小中学校が活動(現在継続中)している.具体的には,相手国の選手や大使館員など招いて,講演会を開いたり,歓迎会などで交流するほか,プレ競技会などにおいても競技開催時には招待国を応援したり,競技後に選手を招くなど交流相手は幅広い.草の根で暖かみがある反面,熱意による活動内容のばらつきや計画性に乏しい予算が自前である,予定が急に決まる,公的に動きづらいなどのコメントを校長,市教育委員会へのヒアリングより得た3. 中学生への効果について (1)調査対象:長野市内全市立中学校(20校),(2)調査時期:平成9年12月と平成10年3月の計2回実施, (3)調査方法:集団記述質問紙法, (4)有効票本数:1722個,(5)結果:一校一国運動の満足感と関心度が,ホスト意識,国際性,長野への誇り,スポーツ文化貢献意識に相関があると認められたので,この経験が国際意識,平和意識,地域貢献意識,文化貢献意識について効果があったことがわかった.また,スポーツ生活や長野の社会イメージには効果が認められなかった.
