当該年度は、昨年度に構築した日本の合板市場の計量経済モデルに改良を加え、東南アジア地域での丸太輸出規制の日本への定量的な影響を分析した。さらに、丸太輸出規制が日本の林業・林産業・住宅産業へ与えた定性的な影響に関して聞き取り調査により考察した。まず、昨年度に構築した合板市場モデルでは、インドネシアの丸太輸出禁止による構造変化を1985年に、マレーシア・サバ州の丸太輸出禁止による構造変化を1993年に起こったと仮定し政策ダミー変数を用いた。だが、入手できた関連資料や統計データから両国は段階的に輸出規制を強めたことが明らかになった。そこで、インドネシアでは1980〜85年に、マレーシアでは1988〜93年(サバ州:1988〜93年、サラワク州:1992-93年)に、段階的に丸太輸出を強めたと仮定して政策ダミー変数を採用し、実態により即した改良モデルの構築と各経済主体への影響に関する分析を行った。その結果、インドネシアの丸太輸出規制は、外国から日本への合板供給を構造的に増大させ、インドネシア等の合板産業へ多大な利益をもたらしたことが明らかになった。マレーシアの丸太輸出規制は、外国から日本への合単板用丸太供給を構造的に減少させ、日本の合板産業に大きなダメージを与えたことが明らかになった。また、日本の林業・林産業は縮小傾向を続けているが、その中で丸太輸出規制は日本の林産業へ大きなダメージを与えてきた。だが、住宅産業は木材製品輸入を増やしており、丸太輸出規制の影響は微少であることが把握できた。一方、国産材振興に一定の役割を果たすと期待される産直住宅事業に関しては、その事業拡大は進んでいないことが明らかになった。実状としては、小規模な産直住宅事業体が多いこと、事業の中心となる業種によって住宅供給数に開きのあること、構成員間の密な連携が事業継続に重要であること等が把握できた。
