中国林産物貿易の拡大は世界の林産物貿易に大きな影響を与え、中国のみならず主要国の森林管理にも影響を及ぼしている。本研究では、第一に中国木材産業の発展を支える木質原料調達の特徴を、統計データと文献資料を用いて解析した。その結果、木材産業の発展に強く貢献したのは中国産丸太ではなく急増した輸入丸太であること、輸入丸太を製品に加工・輸出する合板工業への貢献が大きいことが示された。第二に中国林産物輸出入の動向を相手国の森林管理や木材産業、関連政策と関連づけて分析した。丸太と製材品の輸入、合板輸出、紙・板紙輸入の増加、合板輸入の減少が顕著なこと、更に中国の林産物の生産と消費についてタイムトレンドを用いて推定し、主要な林産物に趨勢があることを明らかにした。丸太等の輸入と共に木材製品生産も増加し、1990年代から現在まで加工貿易の側面が強まった。林産物輸入元はロシアを含む欧州、アジア、北米を中心に世界的に拡大し、輸出先は北米、アジアが重要である。林産物輸出はWTO加盟を契機に加速し、合板や削片板、繊維板等の加工度の高い木材製品の輸出増には増値税還付率が、紙・板紙の輸出増には外資導入が重要な役割を果たした。第三に人工林材を大量供給するニュージーランド(NZ)に注目し、そのラジアータ松丸太の生産と、韓国・日本・中国への供給、これらの国の需要をモデル化して分析した。生産関数の推定結果からは素材生産従業者人数と伐採可能な人工林面積が生産に有意に寄与すること、需要関数の推定結果からは中国で輸入材価格、韓国で経済発展、日本で住宅着工面積が有意に影響することが分かった。第四に中国の関連政策を分析し、その変化が森林管理や木材産業に強く影響することを示した。中国政府は早生多収穫用材林等からの人工林材を重視し、その供給増に向けて植林や伐採に関する政策を変えたが、最近は食糧の安定供給のため造林を減らしている。

China's forest products trade has great influence on world forest products trade, and China's forest products trade has great influence on forest management in major countries. This study is the first to analyze the development of wood industry in China. As a result, the development of the wood industry has made a strong contribution to the rapid growth of China's production, processing and export of plywood products. The second part is the analysis of the trends of forest products export and import in China and the relationship between forest management, timber industry and related policies. The import of wood products, the output of plywood, the import of paper and cardboard, and the decrease of plywood imports have increased. Moreover, the production and consumption of forest products in China have been estimated. The trends of major forest products have been clearly indicated. The import and export of wood products has increased since the 1990s, and the bottom of processing trade has become stronger. The input elements of the forest products include Europe, North America and the world. The output elements include North America and North America. The export of wood products accelerated due to WTO accession, and the export of wood products with high processing degree such as plywood, chipboard and plywood increased, and the export of paper and paperboard increased. The import of foreign capital increased. Third, the supply of plantation materials in large quantities, the production of Matsumaru, the supply of Korea, Japan and China, and the analysis of the needs of China. The estimation results of the production relationship include the number of people in the material production industry, the potential of the plantation area, the intentional impact of the production, and the estimation results of the required relationship. The input of materials in China, the economic development in Korea, and the intentional impact of the residential construction area in Japan are also included. Fourth, the analysis of China's related policies and the impact of forest management and timber industry The China government attaches great importance to the early production of more harvested timber forests and the increase in the supply of plantation forests and the reduction of afforestation policies.
