これまでの研究で、サービス利用者・提供者の双方においてネットワーク性を重視していくパースペクティブ(ネットワーク・アプローチ)の提示を試みた。ただし、このアプローチは未だ抽象的な状況に留まっており、その具体的な介入戦略を描き出なさければどのようなコンピテンスが求められるかも見えてこない。今年度は、まずこの課題を果たすべく文献による理論モデル構築の作業を行った(平成12年12月まで)。その際に、ネットワークが活用される要因に「資源交換」の必要性があるという点に着目し、同様の視点から組織同士のネットワークを把握しようとする「資源依存パースペクティブ」を参考にしながら「資源調達モデル」の提示を試みた。このモデルに従えば、ネットワーク・アプローチで重視されるネットワーク性の各要素は、その幾つかの間で同時に達成することが困難な状況にあるという仮説が導き出された。もし、この仮説が正しいのであればネットワーク性の全てを最大化することではなく、むしろ各要素間のバランスを保ちながら「最適化」を図ることが重要な援助戦略になってくる。したがって、サービス利用者・提供者のコンピテンスの中でも、この意味で最適化を可能とする力量(コーディネーション能力)が、ネットワーク・アプローチの中では特に求められることを示唆してみた。同時にこのことは、サービス利用者・提供者のネットワークにおける最適化の具合がそれぞれのコンピテンス(コーディネーション能力)に影響を与えているという逆の可能性をも示すものでもある。以上の理論的検討を終えてその実証的な裏付けを得るために、「職種間ネットワーク」とワーカーの「コーディネーション能力」に絞って、平成12年12月にフォーカス・グループを実施して調査票作成の参考にした上で、平成13年2月より東京都の老人介護支援センターの職員を対象に調査を実施し、実態分析と仮説検証を行った。
