2年間の最終年次にあたる本年、研究代表者は初年度における長崎市内のケース検討(社福長崎県ボランティア協会との協働による)の延長上で、比較対象に県内の離島地域を選び、〈長崎市-対馬・厳原町厳原-対馬・厳原町豆つ〉の3地域比較で構成される比較調査を行った。ここから地域ケアにおける、家族・地域・社会の再編に伴い新たな社会的責任基盤となりうる中間組織を展望する上での知見を得ようとした。厳原町豆つは、介護における家族・地域・社会的支援の関係の再構築を考えるに興味深い「余間」制度をもつ地域である。当地域の高齢者は慣習的に母屋と同敷地内にある隠居部屋(余間)に住むが、余間での高齢者の自立生活は子世代が余間を見守る気遣いによってなりたつだけに、子世代の生活・労働様式の多様化に伴う家庭の福祉力が低下する一方、社会サービスに対する強い抵抗感が残る現在、自立を強いられつつ実際には援助からとりのこされる高齢者を生み出す結果となっていることが多い。また厳原町中心部は他地域とのアクセスのよさや旧城下意識ゆえに生活基盤充実への住民ニーズの顕在化が難しい地域である。3回の調査においては地域の民家に滞在し地域事情の把握に努めるとともに、地域のデイセンターの全面的協力を得て情報提供および活動参加による利用者・スタッフとの交流から参画型調査を心がけた。本研究の比較調査において、(1)役割意識と現実のズレを受容する困難の共通、(2)地域性に左右される高齢者の自立へのハードルの多様性と最適判断の必要性、(3)日常生活の延長上における総合的な福祉・医療・学習情報拠点の必要性、が明らかになった。いわば、個人の小さなニーズがすくい取りがたい状況が広がる中で、問題を臨機応変にとらえ社会化する総合的な地域運営の拠点が必要になってきているといえる。
