项目摘要

本年度は、当初の研究実施計画に従って、(1)国際会議史全体のなかでの教育会議の位相、(2)国際教育会議の沿革と概要、(3)日本の参加状況、の解明を進めた。会議の種類と件数が膨大な数量に上るため、前年度に引き続き、基礎的調査と資料の収集・整理を中心に行った。(1)と(2)については、1938年アメリカで出された会議関係出版物の総合目録である、Gregory,W.,International Congresses and Conferences,1840-1937:A Union Listを基礎資料とした。前年度ひとまず電子データ化したものを点検しながら加工・修正し、通時的な傾向分析にあたっての準備を進めた。この作業を通して、これまで知られていない多くの会議を確認することもでき、関係文献を調査した。各会議の議事録(proceedings)についても、さらに調査と収集を進めた。(3)に関しては、日本側の公文史料を前年度に引き続いて調査したほか、ジャーナリズム界の報道にも注目し、教育関係雑誌のなかから関連記事を探索した。この作業を通して、日本からの参加者の多くを特定することができ、参加回数の多い人物についても調査した。調査にあたっては、東京や大阪をはじめ各地に出張し、図書館等を利用したが、上述のデータベースにかかわる関連情報については、その場でその都度入力するのが効率的であると考え、モバイル型のパーソナルコンピューターを購入して活用した。今後(1)から(3)に関する調査に基づいて、研究成果をまとめ、逐次発表していく予定である。これまで国際教育会議に関しては、第一次世界大戦後の新教育運動にかかわるものがよく知られていたが、それ以前においてもヨーロッパを中心に各種の会議が開催され、西欧列強の帝国化と社会の近代化に対応した学校と教育の状況が議論された。西洋先進諸国の仲間入りを果たそうとする日本は、相次ぐ会議に対して積極的に参加を表明したが、留学生に出席を命じるケースが少なくなかったことが判明した。
