本研究は、権威主義体制下の「上からの開発」によって急速な経済成長を達成した韓国の「民主化」過程における「国家-社会関係」の変容を、社会経済的問題の解決を巡るアクター達の取り組みを軸に考察し、開発と分配を巡る「国家-社会関係」のダイナミクスを実証的に分析することを目的とした。とりわけ今年度は、アジア金融危機後の構造調整過程にある金大中政権期に焦点をあて、「痛みを伴う」構造調整をめぐって開発や分配のあり方の方向性がどう再定義されつつあるのか、権威主義体制下では政策決定過程から排除されていた労働・NGOなどのアクターが、どのように政治過程に関わり、どんな影響力を行使しているのかという観点を重視した。具体的に以下の課題を扱った。第一に、開発・分配政策の決定・執行過程におけるNGOの役割である。NGOが開発・分配政策の決定・執行過程において果たす機能と限界について、「落選運動」などとの比較も射程に入れて考察した。第二に、構造調整と労働市場の柔軟化の問題である。対策のために設置された社会協約的制度(労使政委員会)をめぐる政府・労働者・使用者の行動と、委員会の機能の変化を中心に検討した。第三に、国内の構造調整の背後にあるグローパリゼーションをめぐる各アクターの取り組みである。こうした観点からの考察を通じて、以下のことが明らかになった。金大中政権にとって、IMFの要求する新自由主義的な構造調整は必至であったが、社会的弱者を支持基盤としてきた大統領には、一方的な押しつけでない「苦痛の分担」を実現することが課題であった。そのため、従来、政治から排除されていた労働勢力やNGOを、大統領府主導で政策形成過程に取り込むことが試みられ、新しい制度も導入された。だが、そこで形成された政策が、立法府や官僚機構のサボタージュで実効性がなくなり、上記の社会勢力は「制度圏」の外で圧力を行使することを選択するが、派手な実力行使とは裏腹に政治的な力は弱い。こうして利害対立を調整するルールが存在しない中、構造調整は方向性を定められない状態に陥り模索が続いている。

This study aims to analyze the transformation of state-society relations in the process of rapid economic growth and democratization in South Korea under the authoritarian system, and to solve social problems by examining the axis of development and distribution, and demonstrating the relationship between state-society relations. Kim Dae-jung's political and IMF demands that the structural adjustment of neoliberalism must be carried out, and that the weak in society should support the foundation of the great leadership, and that the "sharing of pain" should be carried out. In the process of policy formation, the government will try to eliminate the influence of the government and the introduction of new institutions. The formation of policies, legislative bodies and bureaucracies, the implementation of the above social forces, the exercise of external pressure, the selection of personnel, the exercise of internal political forces, and the weakening of internal political forces.
