本年度の研究では、昨年度に構築した理論モデルを展開し,都市システムの構造及び最適化に関する要因分析を行った。また、これまでの研究成果を踏まえて、日本の都市システム構造を分析すると共に、市町村合併や首都機能移転などの都市・地域政策を取り上げて、統計分析などの手法による政策効果をシミュレーションし、都市システム最適化に関する政策提言を行った。主な研究成果は、後掲する二つの雑誌論文と図書にまとめられている。まず、雑誌論文は、都市システムの構造及び最適化を規定する要因である集積の経済性とネットワークの経済性に注目し、それらによる地域経済の生産性への効果を分析したものである。その結論によると、都市規模が大きければ、または、都市間の交通ネットワークが効率的であれば、集積の経済効果が発生し、都市間の時間距離も短縮されるので、地域の生産性が向上するということで、集積の経済性とネットワークの経済性が同時に検証された。次に図書では、特に第3章の「地域政策行政の理論」と第4章の「地域空間構造の理論」において、地方公共財及び都市規模に関する理論モデルを展開し、地方自治体の歳出費用最小化及び地域住民の余剰(所得-消費支出)最大化の観点より日本の都市システムにおける最適都市規模を推計した。その結果、最適都市規模は、地方自治体の歳出費用最小化からは約30万人、地域住民の余剰最大化からは約50万人という推計結果が得られた。この実証結果を踏まえて、市町村合併や首都機能移転などの都市・地域政策を取り上げて、その経済効果をシミュレーションし、関連する地域政策の提言を行った。

This year's research is based on the analysis of key factors related to urban structure and optimization. The results of this research are summarized as follows: analysis of urban structure in Japan, urban integration, urban and regional policy selection, statistical analysis, policy results, urban structure optimization, etc. The main research results are as follows: The structure and optimization of urban and rural areas are regulated by the main factors of urban and rural economic development, and the production effects of urban and rural areas are analyzed. The conclusion is that the urban scale is increasing, the urban traffic efficiency is increasing, the urban traffic efficiency is increasing, the urban time distance is decreasing, the regional productivity is increasing, the urban traffic efficiency is increasing, and the urban traffic efficiency is increasing. Chapter 3,"Theory of Regional Policy Administration" and Chapter 4,"Theory of Regional Spatial Structure" are the two chapters of this book. The theoretical framework for local public goods and urban size is developed. The optimal urban size for urban development in Japan is estimated based on the minimum annual expenditure of local governments and the maximum surplus of residents (income-consumption expenditure). The results show that the optimal city size is the minimum annual expenditure of local governments, and the maximum surplus of local residents is about 500,000. The results of this demonstration include the implementation of urban and regional policy proposals for the merger of cities and villages, the transfer of capital functions, and the implementation of regional policy proposals for the integration of urban and regional policies.
