本研究においては、平成9年度で構築した東京大都市圏に関する理論モデルをさらに展開し、社会的に最適な都市地域構造を実現するための、集積の経済と不経済に関する均衡条件を示し、それらの条件を達成するためにどのような都市地域政策が必要かを分析した。また、理論分析の結果を踏まえて、次のような二つの都市地域政策を取り上げ、より具体的な政策研究を試みた。1. 首都機能移転による東京大都市圏への効果について。ここでは、首都機能移転が行われる前後の東京大都市圏内における集積の経済と不経済の空間分布状況を比較することにより、移転による東京大都市圏への効果を推定しようとした。その結果、効果が最も大きいケースでは、全域における集積の経済性が不経済性を下回り、東京大都市圏の総規模は縮小する。一方、移転効果が最も小さいケースでは、全域における集積の経済性が不経済性を上回っている今の現状は影響されず、東京一極集中現象は大きく変わらない。しかし、いずれの場合でも、東京大都市圏内の周辺都市と地域は首都機能移転より大きな影響を受けることになる。2.集積の経済・不経済と日本の地域間最適資源配分について。ここでは、地方公共財の地域間最適配分に関する均衡条件を理論的に導出し、日本の47都道府県における資源配分の現状を明らかにしようとした。その結果、各都道府県の社会的限界純便益の値は均等ではなく、地域間の最適資源配分は達成されていないことが分かった。社会全体の効率性を向上させるためには、社会的限界純便益の大きい地域へ社会資本の投資や財政移転が行われる必要があるが、日本の現状ではむしろ逆になっているとの現状を分析した。

This study analyzes the theoretical basis for the development of the Tokyo metropolitan area in 2009 and the need for urban regional policies to be implemented under the optimal urban regional structure and the conditions for achieving the optimal urban regional structure. The results of theoretical analysis are discussed in detail, and the urban regional policy is discussed in detail. 1. The capital function shifts to the Tokyo metropolitan area. Therefore, we will compare the spatial distribution of aggregates in the Tokyo metropolitan area before and after the transfer of the capital's functions to determine the effects of the transfer on the Tokyo metropolitan area. As a result, the overall size of the Tokyo metropolitan area has been reduced. One side, the shift effect is the smallest, the whole area, the concentration, the non-return, the current situation, the Tokyo pole concentration phenomenon is the largest. In the case of Tokyo metropolitan area, the city's surrounding areas are affected by the shift of capital functions. 2. The optimal allocation of resources among regions in Japan is concentrated and distributed. This paper introduces the theoretical basis for the optimal distribution of local public goods and the current situation of resource distribution in Japan's 47 prefectures. As a result, the social limit of each province is equal, and the optimal allocation of resources between regions is achieved. Social capital investment and financial transfer are necessary for Japan's current situation.
