本研究では,CVMを利用して環境財を評価する際に,権利想定の違いによって評価額にどのような差が生じるかを分析した。評価の対象は,畜産廃棄物の悪臭による外部不経済であり,悪臭を改善するための支払い意思額WTPと悪臭の被害に対する受入れ補償額WTAをそれぞれ計測し,その差を分析した。理論的には,通常の条件の下ではWTPとWTAの差は小さいはずであるが,同じ財に対してWTPとWTAを計測すると,WTAの値の方が2〜3倍程度高くなるのが一般的である。本研究では,従来用いられている質問方式(二項選択式)がその差の原因なのではないかと考え,多項選択式の質問を採用した。これは,「同意する」「おそらく同意する」「わからない」「おそらく同意しない」「同意しない」というように,同意の程度まで回答する質問方式である。計測の結果,「同意する」と「おそらく同意する」の回答をシナリオに対して同意の意思がある(WTPの場合は支払い意思,WTAの場合は受入れ意思)とみなす基準を用いた場合,WTPとWTAはほぼ同一の値となった。これに対し,「同意する」を基準とした場合には,従来と同じようにWTAの方がWTPよりも大きな値となる。したがって,多項選択式では「おそらく同意する」までを同意の意思があるとみなす基準の方が,適当な評価額を得ることができるのではないかと考えられる。また,二項選択式による計測は,多項選択式の「同意する」の基準に近いものなので,WTPは真の値よりも低く,WTAは真の値よりも高くなる傾向をもつと考えられる。なお,研究計画では,環境保全型農業の導入による環境改善を評価対象とする予定であったが,CVMによる分析が可能な調査地を見つけることができなかったため,評価の対象を畜産の外部不経済に変更した。
