韓国の青果物流通改善政策は基本的に日本型共同出荷をモデルとしている。しかし、日本型モデルは農協を出荷主体としているに比して、韓国は農協と営農法人を主体としている。農協共同出荷も農協の買い取りによる共同出荷に止まっている。政府は農協に共同出荷に力を入れているが、共同出荷が軌道に乗っているのは営農法人である。営農法人は少数農家で構成されているため、農家間の合意が得られるところにその理由がある。農協主体の共同出荷の成否は農家の意識にあると思われる。農家の出荷先決定要因を分析した結果、産地商人と農家の絆が強いこと、農協に対する不信感があること、多数の農家間の合意形成が至難であること、が分かった。また、日本輸出は営農法人又は大規模農家と輸出入業者間の契約による輸出がほとんどである。しかし、政府の補助によって発足した営農法人は、今後の大幅な補助金削減と自己資金不足で投資更新が難しいために、衰退すると思われる。その上、生産主体と貿易主体間のrisk sharingがなく、sport transactionのみであり、常にconflictが生じている。以上の今年度研究で得た知見と前年度の知見から、流通改善政策の成否と日本輸出に与える影響について、次のような結論が得られた。1.規格・共同出荷は農協の販売事業軽視の歴史と指導者不在から見て、農家の信頼を得るには時間がかかる。2.現時点での定時・定量・定質出荷による日本輸出は営農法人や大規模農家が生産主体であるが、risk sharing sport transactionの問題点を抱えている。3.営農法人は政府補助金の大幅な削減と自己資本不足で10年内に経営危機に直面する。4.日韓間の品質格差は大幅に縮小している。また、農家の栽培技術向上と政策的指導によって更なる縮小が見込まれる。5.韓国内での供給過剰・飽和需要や中国からの輸出が増加することから、日本輸出の圧力は更に増加する。6.以上の結論から、韓国産青果物の日本輸出は単発的なダンピング輸出が、当分の間、繰り返し起こり、日本市場の不安定をもたらすと思われる。
