本年度は、イタリアのローマを訪問し、1)ローマ市公文書館、2)イタリア・オリンピック委員会を中心に史料収集を行った。収集した史料を検討・分析した結果、以下のことが明らかになった。1)1934年にローマで開催され、イタリアが優勝したサッカー・ワールドカップの成功は、政治体制がスポーツにどの程度のものを提供することができ、また、スポーツが、そのイメージにおいて政治体制にどのくらいの見返りを供与できるのかを証明した。2)このサッカー・ワールドカップの経験により、ムッソリーニ率いるファシスト党は、オリンピック大会を宣伝のための理想的な機会と捉え、大会開催のために適切な財源以上の支援を行った。3)しかしながら、イタリアは、最終的には外交的理由から、1940年第12回オリンピック大会の開催候補地からローマを取り下げ、東京に譲ることを決定した。そしてローマは、次期1944年のオリンピック大会の開催を目指し、日本がそれを支援することになる。4)1935年2月のムッソリーニと副島・杉村会談により、ローマの譲歩が約束された後、ローマ市長からは、ローマが1940年第12回大会の立候補を取下げる旨を伝える書簡が、IOC会長バイエ・ラトゥール(Baillet-Latour)に宛てて送られた。本研究によって、1940年第12回オリンピック大会の招致に関するローマの立候補辞退ならびに東京への譲渡(支援)について、従来の日本側の文献史料では十分明らかにできなかった、イタリア側の経緯について、IOCおよびイタリアに所蔵された文献史料より明らかにした。特に、イタリアにおける、1934年サッカー・ワールドカップの経験より得られたスポーツと政治体制の相互関係と、外交の道具としてのスポーツ(オリンピック大会)のあり方が注目された。

This study is based on the literature and historical materials of the 12th Tokyo International Conference in 1940, which are related to the establishment of candidates for dismissal and the transfer of support from Tokyo. In particular, in 1934, the relationship between the political system and the diplomatic system was noticed.
