项目摘要

本研究は、江戸幕府の政治的・経済的基盤である直轄領の支配を担当した郡代・代官の農政のあり方を総合的な見地から明らかにしようと試みたものである。本研究では、右の目的を達成するため、(1)郡代・代官の幕府職制上の位置に関する検討、(2)郡代・代官を通じた幕府の地域行政に関する考え方の把握、という二つの分析視角を準備した。平成13年度は、主として(2)に関する史料の収集および分析を行い、幕府直轄領のうち最大の支配高を有した代官伊奈氏を事例に、農政観や具体的施策について検討し、以下の点を明らかにした。1.伊奈氏の農政観は、江戸城に近接する地域を「御要害」と認識することを起点とし、これを支配・編成していくのが自家の政治的役割であるとする「関東郡代」意識に基づいていた。そこでは、年貢収奪による村方の疲弊を防止し、むしろ"民富"を滞留させることを通じて非常時における「御要害」防備を実現させるという考え方が示され、政策に反映されていた。2.村方への"民富"の滞留を是認する伊奈氏の考え方は、近世中期の幕府による公金貸付政策の展開を背景としたものでもあった。伊奈支配所では、幕府から下付された公金を伊奈役所が利付貸して、利倍金を地城の救済・復興事業に充てるという政策をとったが、このなかで伊奈役所は、利倍金の操作によって幕府の財政資金に頼らない地域独自の貸付元金を創出し、安定的な地域助成の方策を確立していった。前年度・今年度の研究により、従来の郡代・代官に対する通説的理解には、再検討の余地が十分に残されていることが明らかとなった。今後は、今回の研究によって提起した問題をより具体的に検証し、江戸幕府の地域行政の実態に関する解明を継続していきたい。
