本研究は、プロソポグラフィ的手法(一社会集団に属する個々人の経歴、学歴、婚姻関係、人的ネットワーク等についての網羅的計量的な分析方法)を用いることで、フランス絶対王政期に高度な凝集性を見せる官僚制、とりわけ王権の主柱となった行政官僚集団について、その特質を明らかにすることを目的としている。くわえて、中世以来長らく「司法」と一体の観があった「行政」が、どのように分離、発展していったのか、そのプロセスについて考察することを試みた。当時の官職は、そのほとんどが一定条件を満たすことで自由に売買・譲渡・世襲しうる売官職であったことに最大の特質があるが、王権はこうした官職売買制度によって形成された半独立の官僚群に代わって、自らの意向に忠実な新官僚集団を育成するに至った。こうした新官僚の代表例が地方長官(アンタンダン)と呼ばれる「行政」官僚であった。彼らは広範かつ強力な権能を与えられて、王権の意志を地方に浸透、貫徹させたとされる。しかしながら、本研究では、彼ら行政官僚(地方長官およびその選任母胎である訴願審査官)を一つの社会集団として捉え、その経歴や出自、姻戚関係などを計量的に分析した結果、地方長官のような新しいタイプの官僚が、実際のところ非常に濃密な人的結合関係の中で一定程度行動を制約されており、またこうした人的ネットワークなしには強力な「行政」活動というものをなしえないことが明らかとなった。さらに、姻戚関係や保護-被保護関係=パトロン・クライアント関係の析出から、地方長官制が確かに近代官僚制の萌芽ともいうべき性格を帯びているものの、他方でさまざまなしがらみをも払拭しえない複雑な性格(とくにブローカー、すなわち利害調停者としての役割)を有していることを解明した。また、出身母体である訴願審査官が、従来の官職保有者(官職を金銭で購った者)対直轄官僚(地方長官)という単純な二項対立的視点では捕らえられない独特の特質、すなわち国王や有力者との個人的結びつき、実務の能力と経験、忠誠心といった各種の要因が、そのキャリアアップに不可欠であったことが明らかとなった。
