当該研究は、(1)「フランスの中央および地方での政治・行政エリートの支配構造およびエリートの戦略分析」、(2)「EU、国家、サブナショナル・レベル間での政策過程分析」の2つの側面から行うとしていた。(1)についていえば、一定程度のデータを入手したものの、その整理・分析には至っていない。(2)についていえば、以下の2つの点について、新たに得られた知見を学会で報告(日本行政学会)するとともに、公表論文を準備している(裏面-図書所収)。第一に、地方分権の成果として中央と地方(ここでは特にリージョン・レベルを念頭に置く)は対等・平等になった。このような関係の中におかれた両者が「計画契約」という「契約」を締結して事業を推進するという方法も確立された。その理念・原理自体は地方分権の趣旨を活かすための具体的方策として評価できる。しかし、実際の計画策定や実施段階において、国が大枠を定め、その枠内で地方ができることを立案し、実施するようになっている現況の下では、そもそもの理念が活かされておらず、地方側の自由度も低減していると言わざるを得ない。第二に、ヨーロッパ全体としては、「補完性の原則」に基づき、リージョン・レベルをはじめとする地方自治体が、協力・競争しながらEUに直接アクセスしている。中央集権国家フランスのレジョンも国境を越えた国際的な協力は行っているものの、EUへのアクセスは基本的に国家(中央行政機関)を通して行うように制限を受けている。具体的にいえば、統一的な国家意思を形成し、対外的に国益を実現する(国家の一体性を保持する)ために、特にSGCI(省庁間委員会総務局)という機関がおかれ、これが重要な役割を恒常的に果たしている。
