当該研究課題に関して、本年度は、(1)フランスの中央および地方での政治・行政エリートの支配構造を利益誘導という観点から捉え直す作業、(2)「計画契約」を素材としたフランスの地域圏、県、市町村の3つの地方レベルでの政策決定過程の分析、(3)フランスでは2003年に新たに行われた分権改革(憲法を含む法制度改定)の結果生じた新たな状況を把握し、それが政治・行政アクターに及ぼす影響の検討を課題とした。(1)については、フランスにおいて、大物政治家(ノタブル)が中央および地方で公選職を兼任するシステムが、「利益誘導」にどのように作用しているのかという昨年度までの研究成果を今年度冒頭に刊行した(裏面「図書」)。その後も、元首相の汚職裁判の動向を把握した。(2)については、アキテーヌ州の最新の「計画契約」に関する資料を入手し、分析を行った。「ガバナンス」をキー概念として来年度中に研究論文にまとめ、公刊する予定である。ただし、政策過程の詳細についてはまだ不明な点が多いため、さらに時間をかけてボルドー市において調査を行う予定である。(3)については、制度改変の概要は把握した。この点については、他のフランス地方行政研究者と意見交換の上、認識を一致させた。ただし、この制度改変が政治・行政アクターにどのような変化を及ぼしたかという点については、フランス現地でも本格的な研究成果の発表が見られない。むしろ、中央-地方関係においては、制度改変にかかわらず、(1)の「利益誘導」が本質的な要素を占めていると思われる。

This research topic is related to: (1) analysis of policy decision process of central and local political and administrative governance structure, interest induction, direct operation,(2) analysis of policy decision process of regional and municipal planning contract,(3) The reform of the Constitution, including the reform of the legal system, was carried out in 2003. The new situation was grasped and the political and administrative problems were discussed. (1)The results of last year's research were published this year (inside "book"). After the war, the Prime Minister's position as a judge of the trend to grasp. (2)The latest "Project Contract" related data from the State of California is analyzed and analyzed. The concept of "" will be discussed in the next year's research paper. The details of the policy process are not clear, and the time is not clear. (3)A summary of the changes in the system is available. The local administrative researchers exchanged opinions and agreed on the understanding of the topic. The results of the research on political and administrative changes and changes in political and administrative systems can be seen in the table.
