本年度の研究では、前年度の研究成果である買収による直接投資の理論モデルを応用することによって、国際的な企業の投資活動に対して受入国の税や補助金政策がどのような影響を与えるかについての実証研究を行った。この研究で用いたモデルの重要な仮定は、直接投資は資産の所有権の獲得であり、対内直接投資が必ずしも受入国の実物資本ストックを増加させないというものである。このような設定では、経営資源などの企業特殊要素を移転させるインセンティブが直接投資の決定に影響を与え、直接投資によって生産性を向上させる特殊要素が移転されると受入国の実物資本ストックが増加することになる。したがって、受入国において歪みを与えるような企業誘致政策がとられた場合には、直接投資は受入国の資本ストックを減少させる可能性がある。このモデルの結論について、66カ国についての1982年から1996年までの資本ストックと直接投資のデータを用いて検定を行った。その結果、1%の直接投資の増加は受入国の資本ストックを6パーセント程度増加させるという結論が得られた。しかしながら、データをいくつかの地域グループに分けて同様のテストを行ったところ、地域によっては必ずしも直接投資が受入国の資本ストックを増加させていないことも明らかになった。これらより、直接投資は受入国の技術に影響を与えるという仮設は受容された。しかし、誘致政策によって技術力が低い企業にも直接投資が可能となるため、国内企業の投資に対してマイナスの影響をもつ可能性があることも明らかとなった。したがって、本研究から得られた政策的な含意としては、先進国からの技術や資本の移転を目的とした補助金政策は必ずしも望ましくないということが挙げられる。

This year's research is based on the results of previous years 'research, including theoretical research on direct investment, empirical research on the impact of tax and subsidy policies on investment activities of international enterprises, and research on the impact of tax and subsidy policies on recipient countries. The importance of this research is to determine whether direct investment is the acquisition of all assets, and whether domestic direct investment is necessary to increase the resources of the recipient country. This is the setting for the shift in firm-specific factors affecting direct investment decisions and the shift in firm-specific factors affecting productivity in recipient countries. The possibility of direct investment in the recipient country may be reduced. The conclusion of this study was made in 1982 and 1996, and the capital stock and direct investment were determined in 1996. The results show that the increase of 1% of direct investment will be affected by the increase of capital expenditure in the country. In addition to the above, it is necessary to increase direct investment in the recipient country. Foreign direct investment is affected by foreign technology. The policy of inducement has the potential for direct investment in low-tech enterprises and the potential for investment in domestic enterprises. This study focuses on the policy implications of technology and capital transfer in advanced countries.
