「食料の安定供給と美しい国づくりに向けた重点プラン」(平成13年5月31日公表)では、農業の構造改革と農山漁村の新たな可能性の創造するための「10の重点プラン」の1つに「都市と農山漁村との共生・対流が実現するよう、人・もの・情報が循環する共通社会基盤(プラットフォーム)として都市住民にも開かれたむらづくりを広域での連携の下で推進」することを掲げている。その実現には、これまでの農村地域における農産物の直販・加工等に関わる起業活動の展開とともに、都市・農村交流に対する都市住民と農業者双方の意向を具体的に把握し、それらの適切な評価を通じて地域資源の活用と「地域づくり」を担う人材の育成・確保が必要となる。また、近年の農村女性を中心とした起業活動の活発化(平成13年1月現在で全国の女性起業数6,824件、うち105件が法人化)の背景には、普及活動と密接に関連した生活改善グループの活動がある。朝市等における余剰野菜の販売を契機に活動を積極的に展開した農業者グループは、農産加工を中心とした起業活動を開始するに至っている。さらに、今年度調査した福岡県前原市の女性グループの場合、近隣の常設直売所設置のため客数が減った朝市等の活動をいち早く休止し、会員出資に基づく「自然懐石料理の提供、収穫・加工体験を中心」とする「ふるさと体験館」の運営により都市住民との交流活動にも本格的に取り組んでいる。こうした先進的取り組みは、急速に各地で芽生えつつある。以上、今年度の研究成果およぴ前年度の知見から農村地域におけるグループ起業化の展開が都市・農村交流に与える影響として、次のような結論が得られた。今後、地域の個性・特性を活かした地域づくりを実現していくためには、既存の農業者による起業活動の成果を取り込みながら農業関連産業を核とした地場産業を振興していくことが不可欠であり、農業者は農産物の販売という観点からのみならず、都市住民との人的交流の活発化により相互理解を深めていくことが求められる。こうした実践的活動の継続を通じて、地域内における生産・流適・消費をつなぐ新たな社会的ネットワークの創出を可能とする協同運動の展開条件が醸成されていくものと考える。
