本研究の目的は,不足払い制度が撤廃され生乳価格の不確実性が危惧される現在,酪農経営安定対策が酪農経営のリスク回避行動にいかなる影響を与えるか,計量経済学的に分析することであるが,今年度の主要な分析結果をまとめると以下の通りである.1.乳価不確実性に対する酪農経営の危険回避の度合い(絶対的危険回避度)は,経営規模が大きい程小さくなる.2.収入保険に対する酪農経営の見積もり価格(生乳供給1単位あたりの保険プレミアム)は,UR農業合意以降特に大きく,UR農業合意を契機として酪農経営の収入保険制度への要請が強まったといえる.3.収入保険の価格は,小規模層が大規模層よりも高く見積もっている.酪農経営安定対策が稲作経営安定対策と同様に経営規模に関わらず農家拠出率を一定に設定するならば,その施策に参加するインセンティブは小規模層ほど強く働き,農家拠出率の水準によっては大規模層の経営安定が達成されない恐れがある.一方,収入保険に対する見積もり価格の農区間格差は時系列的に拡大の傾向にある.これらのことは,酪農経営安定対策の実施にあたり,農家拠出率を規模別,農区別に設定することの有効性を示唆している.4.生乳供給の乳価変動弾力性は時系列的に次第に大きくなっており,乳価の変動を緩和する酪農経営安定対策の必要性はますます高まっている.しかしながら,農区,規模,分析期間に関係なく期待乳価弾力性は乳価変動弾力性よりも弾力的であり,わが国酪農経営の生乳供給は乳価の変動よりも乳価の水準そのものに強く反応する傾向にある.そのため,乳価が下落傾向にありつつも下支えを失った現在においては,酪農経営安定対策の施行により乳価の変動が緩和されたとしても,生乳供給の縮小が危惧される.
